Overview

Nellis AFB (KLSV) is a military airfield northeast of Las Vegas, Nevada, operating two long concrete runways under tower control and supporting a heavy concentration of fighter and transient traffic. Access is restricted to military aircraft only, with all transient arrivals requiring prior permission and coordination through base operations. The field sits within a high-terrain environment, with rising ground close to the runway complex to the south and east, and it functions as a hub for exercise and large-force training activity throughout the year.

Operating constraints

Nellis AFB Airport has published operating constraints in six categories: access, weight restrictions, runway notes, emergency arresting systems, environmental and other notes.

Access

Runway 03R and 21L ALSF-1 approach lights should not exceed step 3 intensity.

Bird watch condition moderate: operations restricted, with takeoff or landing permission granted only when departures and arrivals avoid bird activity; local IFR/VFR traffic pattern operations are not available. Bird watch condition severe: takeoff or landing is not available without operations group or wing commander approval.

Weather observer visibility of the runway 03R/L approach end is restricted between 190 and 330 degrees by flightline buildings and facilities, and at night due to ramp lighting.

For runway 03R-21L BAK-14 operations, both the approach end and departure end BAK-14 will be in the lowered position, available upon request for emergency use only. Aircraft should slow to 20 knots or less prior to the departure end cable and taxi to the far edge of the cold side of the runway, staying between the runway edge and the outermost BAK-14 bumper.

Weight restrictions

All transient aircraft must obtain prior permission before arrival; refer to Nellis NOTAMs to identify the available airfield services window. Prior permission may be issued up to 7 days in advance but no later than 48 hours before the scheduled arrival, and is required for contact with airfield management operations. Overnight parking requests are good for one night only, dependent on ramp space; transient fighter and non-exercise aircraft parking is limited to rows 45-46. Aircraft must adhere to their arrival block within 30 minutes of scheduled landing. Multiple approaches are not available during certain flying periods or after official sunset unless approved by the wing supervisor of flying. Aircraft participating in Nellis-sponsored or large force exercises require a local sponsoring unit, which will coordinate maintenance, parking, and services. PL-2 aircraft must bring their own security personnel and detail for all large force exercises. For customs and agriculture matters, contact the Nellis support center for aircraft with wingspans of 132.6 feet or larger, or contact base operations for all other aircraft, with 24 hour prior notification. On Sundays and holidays, traffic is expected to arrive from the north, with departing aircraft permitted to depart north with north winds and the traffic pattern oriented toward the east (Sunrise Mountain). Progressive taxi is available. Aircraft with a distinguished visitor code of 7 or higher should contact base operations when 100 nautical miles out. All inbound passenger, cargo, and distinguished visitor aircraft must contact the command post no later than 30 minutes prior to landing. B-52 operations are limited to 380,000 pounds.

Runway notes

Steeply rising terrain lies south and east of the runway centerline. Runway 03R/21L provides better braking action than runway 03L/21R when wet. Runway 03R/21L is ungrooved, so caution is advised for hydroplaning.

The first 1,320 feet of runway 21R and 920 feet of runway 03L are grooved concrete. The middle 7,879 feet, centered on an 80-foot-wide concrete section, is asphalt for the remainder.

Runway 03R has an LED PAPI. Runway 21R has an incandescent PAPI.

Runway threshold lights are gated.

Steeply rising terrain begins 2.7 nautical miles east of the runway 03R-21L centerline, rising up to 3,359 feet MSL. There is high potential for hydroplaning on both runways during wet conditions. Aircraft taxiing on taxiway D between taxiway F and runway 21R should use caution near a 4 foot 8 inch high distance remaining sign located 125 feet north of the taxiway D centerline. Heavy aircraft engine runs are permitted on the runway, but requests must be scheduled through airfield management operations. Due to a foreign object debris concern, four-engine aircraft will taxi with outboard engines at idle power or shut down where possible. The Jolly and transient helipads are missing mandatory hold position signs. Runway conditions are not reported.

In the traffic pattern, climbing above 3,000 feet on departure is not available until reaching the departure end of the runway.

Emergency arresting systems

Bird activity increases during BASH phase II, in April through May and August through October.

Other notes

The 9,000 to 10,000 foot distance remaining marker is not available on the east side.

No jet air starter unit or capability is available for F-4B or F-4J aircraft, and no starter probe is available for US Navy aircraft; two MA-1A units are on hand.

Water/methanol expect a 2 to 3 hour delay; special provisions apply for pre-air, LHOX, and LOX fluids.

Oil grades available: O-123, 128, 132, 133, 148, 156, SOAP.

On Sundays and holidays, arrivals are expected from the north; departures to the north are permitted with winds, and the traffic pattern is oriented toward the east.

No classified material storage is available at airfield management operations; classified material must be stored in the Nellis AFB command post. Transient aircraft should communicate with Nellis air traffic control on UHF to the maximum extent possible due to a heavy concentration of aircraft in the VFR pattern. Restrictions will be applied to base-assigned and deployed aircraft.

Weather support is available continuously; mission support weather follows the wing and exercise schedule, typically from 1300 Monday through 0530 Friday, and is closed on weekends and holidays. Transient weather support after hours is available via Davis-Monthan's weather squadron.

The hot cargo pad is unlit and restricted to daylight, VFR operations.

Transient alert service is available Monday through Friday from 1600Z to 0400Z or later, with no quick-turn service Friday through Sunday. No military fleet service is available, and transient service is limited. Transient alert contract backshop maintenance support may require reimbursement and coordination with the contracting officer. Due to a large number of transient and exercise aircraft, delays with transient alert should be expected.

Forward firing munitions are not available in revetments 12, 13, and 25.

The taxiway A east TACAN check point sign is nonstandard.

Taxiway edge lights adjacent to the main apron parking rows 1 and 2 are missing.
