Dover AFB (KDOV) is a joint-use military airfield in Dover, Delaware, operating two paved runways, including a 12,903-foot main strip capable of handling heavy military and transient traffic. Dover AFB Airport has published operating constraints in six categories: access, weight restrictions, runway notes, noise procedures, environmental and other notes.
Restriction: all aircraft carrying hazardous material or requiring remote or isolated parking must contact the 436 APS Explosive Handling Section between 1230 and 2130Z, or the ATOC duty officer between 2130 and 1230Z, to obtain prior permission. Contact Base Operations for coordination.
Caution: the tree line east of the runway 19 approach end may cause wind shear during landing when the wind is from the southeast. Braking action is less than optimal when the runway is wet due to rubber buildup.
Restriction: non-DoD civil aircraft operations require prior permission, requested 72 hours in advance by contacting the appropriate office.
Winds reported for runway 32 are derived from the approach end of runway 01. Winds reported for runway 14 are derived from the approach end of runway 19.
Restriction: prior permission is required, except for AMC, SAM, DoD courier service, and evacuation missions.
USAF ARFF meets all emergency response time standards. ARFF is rated Category 6 for firefighting agent quantity (12,100 pounds) with NFPA Category 10 staffing (13 personnel). This provides sufficient capability for initial response, scene assessment, and implementation of mitigation tactics.
PAPI lights are coincidental with the ILS glideslope for runway 01/19 and with the TACAN VDP for runways 01/19 and 32. For high glidepath aircraft only, the PAPI provides the proper threshold crossing height.
Restriction: all inbound passengers and cargo must contact the command post no later than 30 minutes prior to landing. Takeoff distance available on runway 32 is 10,070 feet.
The first 4,250 feet of runway 14 and the first 1,650 feet of runway 32 are grooved concrete; the middle 7,000 feet is asphalt.
Taxiway Delta edge lights are located 40 feet from the taxiway edge between the runway 32 hold line and runway 01/19.
Miscellaneous: on runway 32, the first 2,000 feet and a middle 1,500-foot section located 1,000 feet southeast of taxiway C are concrete; the last 1,000 feet is concrete; the remainder of the runway is asphalt.
Runway 32 has a nonstandard airfield marking for an Assault Landing Zone (ALZ), consisting of a white box measuring 500 feet by 90 feet beginning 500 feet from the threshold, with a white bar 3,000 feet from the end of the box. The airfield is TERPS-evaluated from surface (ground level), with a departure end crossing height of 0 feet.
Communications for PMSV Metro weather flight are available; if the forecaster is out of the office and does not answer on UHF, contact the command post for a phone patch. If the phone patch fails, contact the forecaster on standby phone. Building obstructions may affect prevailing visibility readings between 150 and 260. During evacuation of the weather flight, contact 15 OWS. The alternate weather location has visibility slightly limited by buildings and parked aircraft; ATC will supplement observations as needed.
Nonstandard marking: a C-17 star turn marking is located on taxiway A at the intersection with taxiway D, consisting of two white stripes 100 feet apart and 190 feet long by 1 foot wide. A C-17 backing demonstration zone marking is located on taxiway C between runway 14/32 and taxiway B; this marking is white and varies in width and geometry.

Caution: surface-painted apron entrance point markings exist on the hazardous cargo ramp, south ramp, and Christmas Tree ramp. Taxiway D between runway 01/19 and the hazardous cargo pad does not have shoulder markings.

Restriction: aircraft taxiing out of the main ramp using taxi lane L between Delta Row and Spot Echo must use minimum power and inboard engines only when turning onto taxi lane A; C-5 aircraft should not exceed 40 percent N1 RPM in this maneuver.
Caution: possible jet wake turbulence exists in the traffic pattern, and C-5 jet blast is a hazard during ground operations. Special hazards exist for wide-body aircraft taxiing from the ramp. A follow-me truck is required for all ramp movements by non-C-5 transient aircraft; follow-me service for transient C-5 aircraft is available on request.

Airfield management has limited storage for classified material, sized only for small backpacks or smaller. Base Operations has similarly limited classified material storage with the same size limit, and has no COMSEC available to issue to transient aircrews. Transient aircrews should plan to arrive with sufficient COMSEC to complete their entire mission.
