Overview

Fuel type A is available from a fixed base operator between 1200 and 0400Z, with contact by phone during those hours; outside those times, fuel requires prior permission three hours in advance, arranged by phone. Military-specification fuel type A is also available.
Air National Guard ramp and service access requires 72-hour prior permission, arranged by phone. Air National Guard ramp parking requires contacting Wylie 20 minutes before landing. Advise arrival and departure on frequency 255.5. Airfield management, maintenance operations center, and POL operate 1330 to 2200Z daily on an extended schedule; closed weekends and federal holidays, with after-hours service requiring prior permission.
Air National Guard fleet service, oil soap sampling, and drag chute repack are not available. Precision measuring equipment lab pickup and delivery should expect a delay of approximately 1.5 hours. Transient service and deicing are available at the fixed base operator. Transient maintenance and parts service are available except for the KC-135R, which is limited. No lodging quarters are available.
Army National Guard operates 1300 to 2300Z, Tuesday through Friday except holidays, with occasional Saturday and Sunday availability. Maintenance is limited to the UH-60. Transient Army aircraft should contact operations by phone. Army aircraft may also contact Topeka Guard Operations on frequency 38.50 or 238.250, or by phone. The ramp and facility are located west of the Runway 03 approach end.
Fixed-wing and rotary-wing rapid refuel service operates 0600 to 2200. Prior notice and ARINC coordination are required 24 hours before landing, arranged on frequency 129.85. Advise air traffic control for rapid refuel operations and proceed to the north ramp. Up to five aircraft can be serviced simultaneously.
When the control tower is closed, activate MALSF on Runway 13, MALSR on Runway 31, MIRL on Runway 03/21, and HIRL on Runway 13/31 via CTAF. VASI serves Runway 03, and PAPI serves Runways 13, 21, and 31; these systems operate continuously.
Noise abatement procedure: VFR traffic should avoid overflight of the housing area located 2 nautical miles west of Runway 13.
Birds are present on and in the vicinity of the airport, with a Bird Hazard Phase II designation in effect April through May and August through October.
