Mc Connell AFB Airport has published operating constraints in three categories: access, runway notes and other notes.
Requests for prior permission (PPR) must be submitted no earlier than seven days before the planned mission. PPRs are valid within plus or minus one hour of the scheduled slot time. PPR is required for scheduled distinguished visitor flights, aeromedical evacuation, AMC, and SAM missions due to limited ramp space and transient aircraft parking. Contact Airfield Management Operations for coordination; inbound aircraft carrying distinguished visitors must contact Command Post 30 minutes before their estimated time of arrival with block time.

Aircraft must not overfly the munitions storage area located 2,500 feet east of the midpoint of runway 01R-19L. All inbound passenger and cargo aircraft must contact Command Post no later than 30 minutes before landing. Aircraft operations are restricted during moderate bird watch conditions, when takeoffs and landings are permitted only if departure and arrival routes avoid identified bird activity and no local IFR or VFR traffic pattern activity occurs, and during severe conditions, when takeoffs and landings are prohibited without operations group or wing commander approval; contact ATIS, the tower, Command Post, or Airfield Management Operations for current bird watch conditions.
Aircraft flying an instrument approach to runway 01L in instrument meteorological conditions may appear to be left of course due to the parallel runway 01R approach lighting.
Hazardous cargo parking is available with 48 hours prior notice.
Practice approaches, visual or instrument, are restricted to KC-135, KC-46, A-10, C-12, T-1, C-130, UH-60, and T-38 aircraft only, during 0400-1200Z++.
The Kansas Air National Guard apron is closed; no aircraft operations are permitted there without airfield manager approval.
Night vision device training occurs every Monday and Wednesday, 0300-0830Z++ (2100-0230 local). Runway 19L-01R is unavailable during this time for aircraft not participating in night vision device operations, and the VFR traffic pattern is closed to all traffic except participating aircraft.
Approach path indicator and visual glideslope indicator lighting is set as follows: glide path angle 3 for runway 1L-19R and runway 19L, threshold crossing height 55 feet; glide path angle 4 for runway 1R, threshold crossing height 64 feet.

Transient alert service is offered on a no-priority basis. Limited transient maintenance service is available 1300-0500Z++ on weekdays and 1400-0000Z++ on Saturday and Sunday; it is closed on federal holidays.
Transient maintenance is not available outside published hours, and transient service overall is limited. Weapons and guns handling, including arming, de-arming, and safing, is not available.
SOAP oil analysis services are not available for transient aircraft.
Parking space, servicing, and remain overnight status cannot be assured without prior coordination with Airfield Management Operations. Ground servicing is not available when lightning is within 5 nautical miles.
No deicing capability is available for C-5, C-17, B-747, KC-series, or DC-10 aircraft.
Weather service from PMSV Metro is available continuously unless the airfield is closed; contact Airfield Management Operations for coordination. An AN/FMQ-19 automated weather observing system is in use, augmented by human observation when necessary. Visibility of the airfield from the base weather operations location is restricted from the north-northeast through southeast during manual augmentation by the weather forecaster. Contact TACC or the weather squadron for weather flight closures or evacuations, and provide two hours advance notice for required briefings when possible.
Backup weather observation view is limited, restricted from 020 to 140 degrees by flightline facilities. Air traffic control personnel, under the cooperative weather watch program, will alert weather personnel to any unreported weather condition that could affect flight safety. The alternate weather observation location's view is also limited, restricted from 210 to 320 degrees by buildings.
Storage of classified material is not available through airfield management; contact Command Post 24 hours in advance.
Aircraft rescue and firefighting capability has a permanently reduced level of service for USAF Category 5 and 6 aircraft, equivalent to NFPA Category 9 and 10, covering the C-5, VC-25, KC-10, and E-4 aircraft types.
Caution: small unmanned aircraft systems operate within the Class D airspace from the surface to 300 feet AGL.
The Class D airspace reverts to a Class E surface area when the air traffic control tower is closed.
Strict adherence to centerlines is required for all aircraft operations on the mass aircraft parking apron.
