North Island NAS (halsey Fld) Airport has published operating constraints in six categories: access, runway notes, emergency arresting systems, noise procedures, environmental and other notes.
Traffic pattern: use maximum exterior lighting below 10,000 feet within 10 nautical miles. All transient aircraft are limited to full-stop landings only. Touch-and-go and low approaches are not available. Transient aircraft section approaches are not authorized. Reduced runway separation standards are in effect for USN/USMC aircraft.
Caution: extensive VFR helicopter operations occur from the surface to 500 feet in the vicinity of the airport, and from the surface to 2,000 feet 8 nautical miles southeast. Light civil aircraft climbing or descending through the runway 29 final approach course beyond 6 DME enter or depart the San Diego Class B airspace VFR corridor. Avoid the centerline lighting during runway 29 or runway 36 arrestment to prevent tailhook bounce. Heavy vehicle traffic crosses taxiway L and taxiway A.
Restricted: call the ODO between 1300-0500Z on weekdays for prior permission required. Local flights during remain overnight are prohibited.
Caution: the runway 11/29 surface area between the runway edge lines and the red edge lights, approximately 50 feet on either side, is cracked and has loose gravel. Runway 11/29 edge lights are located 50 feet outboard of the runway edge lines and are not within 10 feet of the marked runway edge. Pilots should exercise caution transiting the area between the runway edge lines and the red edge lights.

Caution: runway 18/36 distance markers are less than the required 50 feet off the runway edge.
Restricted: MV-22, CMV-22, and F-35B aircraft VTOL operations from any runway, taxiway, or helipad are prohibited, except when an emergency situation dictates. CMV-22 VTOL functional check flight operations are authorized on taxiway Echo between taxiway Charlie and helipad 12.
Caution: runway 29 distance remaining markers are inaccurate. Marker 7 reads 6,500 feet remaining, marker 6 reads 5,500 feet, marker 5 reads 4,500 feet, marker 4 reads 3,650 feet, marker 3 reads 2,800 feet, marker 2 reads 2,000 feet, and marker 1 reads 1,000 feet.

Noise abatement: strict compliance is required.
Caution: bird hazard from May through October, particularly at the departure end of runway 29.
Lighting is available only during published hours of operation.
Expect hot refueling delays. Hot refueling hours of operation for Site 1 are Monday through Friday, 1700-0600Z (extended); Site 2 is Monday through Friday, 2100-0500Z (extended). Site 1 daytime hours are extended to 0700Z Monday through Thursday.
VIP and logistics flights must contact base operations prior to landing.

Oil grades O-128, 148, and 156 restricted; oil analysis is available with prior coordination required.
Transient alert operates 1400-0600Z on weekdays and 1600-0600Z on weekends (daytime hours: 1300-0500Z weekdays and 1500-0500Z weekends). No transient maintenance or limited service is available, aircraft parking only, no cargo or passenger service. LOX is not available.
Transient aircrew must remain with their aircraft to provide technical direction and assistance during servicing. Air terminal and transient line coordination is required for all refueling requests. Arriving aircraft passenger service requests go to the lineman. All transient pilots check in with the ODO at base operations, building 516, upon arrival.
JASU: two units, GTC-85 and NC-8.
Customs, agriculture, and immigration services are available with two hours' notice, 1600-0100Z (extended), Monday through Saturday. A minimum of four hours' notice is required outside that window, 0100-1600Z (extended).

Caution: taxiway Delta and taxiway Foxtrot are not lit for night operations.
Caution: taxiway L edge lights are not within 10 feet of the marked taxiway edge.
Contact the airfield manager for information concerning civil aircraft landing permits.
Caution: the distance between taxiway B1 centerline and taxiway B2 centerline is 200 feet, which is 37.5 feet short of the required 237.5 feet. There are no taxiway lights on taxiway H or taxiway D.
Service: airfield firefighting capability is Category 2.
Transient pilots with a distinguished visitor code of 6 or higher should contact base operations on 355.5 to update their estimated arrival time when practical.
Coordinate all detachments and aircraft staging with the airfield management office by email.
Transient alert: transient aircraft will receive service for one launch and recovery. Further transient sorties will require squadron maintenance personnel to launch and recover the aircraft.
Transient alert: fleet service is available during transient alert operating hours with prior notification required; fleet service is the responsibility of the aircrew. A lavatory cart is available for transient aircrew use.
Caution: taxiway L is closed, except at the intersection of taxiway M and adjacent to hangar 535, to maneuver aircraft into the heavy north and VRM parking apron.
