Operating constraints

John F Kennedy International has published operating constraints in seven categories: access, runway notes, emergency arresting systems, noise procedures, environmental, pavement strength and other notes.

Access

The runway 13L runway lighting system uses a 1,000-foot light station of the approach lighting system only, in conjunction with CRI VOR approaches, and is angled toward Aqueduct. It also has 5 sequenced flashing lights from 1,200 to 2,000 feet, plus a grouping of 5 sequenced flashing lights approximately 1 mile from the runway forming the approach. The approach gate is angled 35 degrees south of the runway 13L centerline, designed to provide earlier identification of the runway environment.

Runway 13R has two PAPI/P4L systems. The offset PAPI supports the VOR or GPS runway 13R approach and the Parkway visual runway 13R approach.

Taxiway NB is closed to southbound turns at taxiway A.

Periodic fire department training occurs adjacent to the approach ends of runways 22L and 22R.

The taxiway K runup pad is closed to aircraft with a wingspan of more than 140 feet.

Runway notes

Caution: runway 13R can be confused with runway 13L.

The runway 13L PAPI is rotated 10 degrees right of the runway centerline, and it is unusable to the left of the runway centerline.

Runway 13R's first P4L has a horizontal offset of 22 degrees left. Runway 13R has a second P4L with a transitional threshold crossing height and a 3.00 degree VGSI angle.

The runway 22L PAPI has a horizontal offset of 4 degrees to the left.

The runway 22R PAPI is unusable beyond 8 degrees right of the centerline.

The approach ratio is 50:1 to the displaced threshold.

Converging operations on runways 13R and 22L are conducted via an arrival distance window.

The runway 31R holding position markings at runway 4L/22R are obscured on the southeast side.

The runway 13L holding position markings at runway 4L/22R are obscured on the northwest side.

An obstruction building light is out of service 6.3 nautical miles east-southeast of JFK, at 222 feet MSL (220 feet AGL).

Runway status lights are in operation.

The runway 31R 1,000-foot distance-remaining sign is missing.

A parked aircraft obstruction (ASN 2020-AEA-1302-NRA) is located at 40°39'33"N 073°47'49"W, 1.4 nautical miles northwest of JFK, at 74 feet (64 feet AGL), unserviceable from 1200 to 0100 daily.

Taxiway Z between runway 04L/22R and taxiway Y is closed until further notice.

Until further notice, taxiway D between taxiway C and Hangar 7 is closed.

Continuous taxiway maintenance activities are ongoing at numerous locations.

A high volume of low-level VFR traffic, at 500 feet and below, operates along the shoreline south of JFK.

Aircraft are not permitted to stop on either the taxiway A or taxiway B bridges.

Non-standard markings are present in the general aviation apron; contact the FBO on UNICOM or for wing walkers.

A380 and B747-800 aircraft taxi speed is restricted to a maximum of 17 knots/20 mph on all taxiways.

Taxiway VA is closed between the Terminal 7 apron and taxiway A.
