Overview
Kaneohe Bay MCAS, also known as Marion E Carl Field (PHNG), is a private-use military airfield on Oahu operated under Marine Corps Base Hawaii control with a control tower active during published hours. Business aviation activity is modest and access is governed by prior permission rather than open scheduling, reflecting its role as an active military installation rather than a civil general aviation field. All aircraft arriving or departing outside CONUS require mandatory customs, agriculture, immigration, and USDA inspections with 24 hours advance notice. All aircraft departing to CONUS require a mandatory USDA inspection. Crew and passenger information, including foreign national status, must be updated by phone 3 hours prior to arrival. All arriving aircraft must notify air operations of anyone suspected of illness prior to arrival, and failure to comply may delay passenger debarkation or result in fines. The aircraft commander must comply with all customs, agriculture, immigration, and USDA regulations. All mandated inspection arrivals are coordinated through the Visiting Aircraft Line (VAL). Scheduled USDA inspections should be coordinated with VAL, providing the proposed departure date and time.
Traffic pattern: transient aircrews must obtain a course rules briefing prior to conducting an overhead break. Local aircraft altitudes are 1,000 feet for fixed-wing and 500 feet for rotary-wing.

Taxiway T is designated as a tow way from Taxiway B to the fuel pits. Taxiway F is designated as a tow way from the helicopter rinse area to the compass rose.
