Operating constraints

A 570-foot lighted tower is located approximately 3 miles west of the airport.
Prior permission is required 24 hours in advance for Division 1.1, 1.2, and 1.3 explosives, and 4 hours in advance for other hazardous cargo moving in or out of the airport; contact the relevant office between 0745 and 1630, or at other times as arranged.
Military helicopter operations with prior permission required are restricted to the southwest corner of the hot cargo apron, designated for hazardous materials, north of runway 05/23.
The area east of the runway 02 approach end is designated as a helicopter operating area; no fixed-wing aircraft may operate on the helipad during operational hours, from sunrise to sunset.
Prior permission is required for fixed-wing aircraft operations on the helipad during non-operational hours; contact is available between 5:15 AM and 10:00 PM.
Due to nonvisibility, the air traffic control tower is unable to determine whether the following area is clear of obstructions and/or traffic: the portion of taxiway F between the commuter air terminal and the runway 05 approach end.
Due to nonvisibility, the air traffic control tower is unable to provide air traffic control services between aircraft and ground vehicles on the commuter air terminal south of taxiway F and the helicopter air terminal east of the runway 02 approach end.
The commuter terminal ramp is restricted to aircraft weighing 140,000 pounds or less.
Runway 02/20 has a published single-belly twin tandem (SBTT) gross weight value of 460,000 pounds.
Aircraft over 30,000 pounds landing on runway 02/20 are unable to turn off onto runway 05/23 due to pavement condition.
When the airport traffic control tower is closed, activate the MALSR on runway 02, the PAPI on runway 20, the PAPI on runway 05, the HIRL on runway 02/20, and the MIRL on runway 05/23 via CTAF.
A 6-foot obstruction extends from the ground 200 feet from the threshold and 220 feet on each side of the centerline; a 32-foot lighted windsock is located at the threshold and 230 feet southeast of the centerline.
High trees are located 600 feet northwest of the centerline extended from runway 20.
The PAPI is unusable beyond 4 nautical miles from the threshold due to rapidly rising terrain.
The ramp area on the east side of runway 02 is under state authority; the FAA is not responsible for directing or controlling ground traffic in that area.
Migratory bird activity occurs below 1,500 feet within a 5-nautical-mile radius of the airport during August through May.
